剧情：
上世纪二十年代末，中国大地军阀混战，百姓民不聊生，中国南部一个名叫“孝城”的小县城发生了一件大事，孝城首富郭守业郭老爷家发生了一起盗窃案，丢失了一本家传古书《二十四孝》，郭老爷悬赏重金欲寻回古书，孝城干探陈九斤与线人万小宝几经周折找回古书，却在回警局领赏的时候发现古书离奇失踪，而且陈九斤因涉嫌杀害同事盗取古书被警察局长潘德江羁押，万小宝也因涉嫌同谋被通缉。
